Hi, we're Oscar. We're hiring a Regulatory Manager to join our Corporate Counsel team.

About the role

The Manager, Regulatory Affairs is a major contributor and owner of mission-critical workflows to manage the Independent Dispute Resolution process. You will intake disputes from providers for their assigned region, engaging in negotiation with business unit support, and preparing arbitration briefing where needed, all while maintaining detailed documentation for tracking purposes. You will also be responsible for ensuring the quality of work performed by their team, within their region, and supporting the Regulatory Affairs Counsel in regulator and entity relationships, covers important legislative and regulatory hearings and meetings as assigned, and supports the Regulatory Affairs function by serving as an enterprise wide resource on IDR processes. You will project manage visible and important projects, supports the Associate Director, Regulatory Operations on several programs and mentors junior members of the team.

You will report to the Associate Director, Regulatory Operations.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $108,000 - $141,750 per year. The base pay for this role in all other locations is: $97,200 - 127,575 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.

Responsibilities

  • Mentor, train, and manage colleagues on IDR processes.
  • Manage the review process for assigned regional matters, while ensuring adherence to metrics, deadlines, and tracking procedures.
  • Prepare concise, user-friendly briefing based on case needs
  • Support sustainable processes which simplify our growing team’s outputs while ensuring high quality deliverables.
  • Deliver multiple, simultaneous and diverse assignments.
  • Present to internal audiences in appropriate forums on IDR process, results and policy developments.
  • Partner with PRO Counsel, Regulatory Affairs colleagues, and partners to problem solve and stand up new processes.
  • Manage related tasks as assigned by the Government Affairs Counsel.
  • Support team members with development plans and opportunities
  • Compliance with all applicable laws and regulations.
  • Other duties as assigned.

Qualifications

  • A Bachelor’s degree in legal studies, political science, public policy, public administration, public health, or other relevant field, or a combination of education and experience.
  • 5+ years of legal or regulatory experience, in the health plan/managed care space.
  • 2+ years of people management experience
  • 2+ year experience with Westlaw, legislative tracking software, and Google Workspace.

Bonus Points

  • Experience working with Independent Dispute Resolution is a huge plus
  • Experience working in personal injury law firms or as a paralegal
  • Familiarity with the Affordable Care Act and the No Surprises Act
  • Experience with Oscar markets.
  • Experience working with attorneys and internal stakeholders.

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
