The Treasury & Consolidation Lead owns the organization's consolidated cash flow — from budget collection through fact recording and allocation — and leads the preparation of financial reporting for management, governing bodies, and external stakeholders. The role acts as the financial backbone connecting operational teams (via Business Partners), the accounting function, and senior leadership.

Operating across multiple funds and jurisdictions, the incumbent ensures that cash is available where and when it is needed, that risks are identified proactively, and that all financial movements comply with applicable currency and
regulatory requirements. As a consolidating and analytical role, the Treasury & Consolidation Lead provides management with a complete, reliable, and forward-looking view of the organization's financial position at all times.

Key Responsibilities

Cash Flow Planning & Budgeting
  • Collect, review, and consolidate cash flow budget inputs from Business Partners across all projects, departments, programs, and funds.
  • Build and maintain the organization-wide cash flow budget, ensuring alignment with approved activity plans and fund restrictions.
  • Develop rolling cash flow forecasts; identify funding gaps and surpluses in advance.
  • Coordinate the annual and mid-year cash flow planning cycles in collaboration with Business Partners and Finance Technology.
Treasury Operations & Liquidity Management
  • Manage all bank accounts across jurisdictions: account opening/closing, signatory maintenance, and day-to-day banking relationships.
  • Monitor daily cash positions and ensure optimal distribution of liquidity across funds and entities.
  • Execute and supervise inter-fund and inter-entity transfers in compliance with legal, tax, and donor restrictions.
  • Manage the organization's deposit portfolio: identify opportunities, place and monitor term deposits, track maturities.
  • Maintain and execute payment registers; approve outgoing payments in line with authorization matrices.
  • Oversee incoming receipts: allocation of grants, donations, and other inflows to the correct fund and cost center.
Fact Recording & Accounting Liaison
  • Record and distribute actual cash flow data by fund, project, entity, and currency; maintain reconciliation between treasury records and bank statements.
  • Serve as the primary liaison with the accounting function to ensure alignment between treasury cash positions and accounting records.
  • Coordinate month-end and year-end cash closes; provide validated cash data as input to statutory and management accounts.
Financial Reporting & Analytics
  • Prepare consolidated financial reports for management and governing bodies: cash flow actuals vs. budget, variance analysis, liquidity dashboards, fund utilization.
  • Collect analytical inputs from Business Partners and synthesize them into consolidated management reports with commentary and recommendations.
  • Develop and maintain financial reporting templates in cooperation with Finance Technology.
  • Prepare donor and regulatory financial reports in the cash-based reporting format applicable to the organization's NPO status.
  • Support annual audit processes by providing treasury and cash flow documentation.
Regulatory Compliance & Currency Management
  • Monitor and ensure compliance with foreign exchange regulations in each jurisdiction of operation.
  • Manage currency exposure: track multi-currency balances, recommend and implement FX conversion strategies.
  • Maintain up-to-date knowledge of banking and currency legislation across relevant jurisdictions; escalate material changes to management.
  • Prepare and submit required currency control documentation.
Financial Risk Assessment
  • Identify, assess, and document financial risks: liquidity, counterparty (banking), currency, concentration, and regulatory risks.
  • Prepare periodic risk assessments and present findings and mitigation recommendations to management.
  • Monitor implementation of risk mitigation measures; update risk register on an ongoing basis.
Policies, Processes & Methodology
  • Contribute to the development and review of financial policies and procedures in cooperation with Finance Technology.
  • Validate operational viability of proposed processes from the treasury and reporting perspective prior to system implementation.
  • Act as the key user and subject matter expert for treasury-related modules in financial software.

  • Minimum 5 years of professional experience in treasury, financial reporting, or a combined finance role.
  • Demonstrated experience managing multi-currency bank accounts and liquidity across multiple entities or jurisdictions.
  • Experience in a non-profit, international organization, development finance institution, or grant-funded environment — strongly preferred.
  • Proven track record of preparing consolidated financial reports for senior management and/or governing bodies.
  • Experience working with multi-fund financial structures (restricted/unrestricted funds, earmarked grants) — preferred.
  • Hands-on experience with financial ERP systems, treasury management systems, or similar software.
  • Experience interfacing with external auditors on treasury and cash flow matters — advantageous.
